Sometimes I just want to slap people. My office is on a pretty busy road. I just walked to the gas station down the block, and there was a dog with a retractable leash tied to a tree, no owner in sight. The dog was pretty upset—it barked at me, and a bunch of other people who walked by. I decided to do something about it.
This gas station has a Milio's sub shop attached to it, so first I went into the Milio's and asked if they had seen the dog out front. The tree it was tied to wasn't quite in front of the gas station, so the Milio's folks hadn't noticed the dog until I pointed it out to them. They said they'd keep an eye on it and call the humane society if nobody comes by.
Then a lady came in the door and asked if that was anyone's dog out front. I told her that's what I was talking about also. Then we went over to the convenience store and asked if that was anyone's dog, and this dude in line said it was his.
A bunch of people in the convenience store chimed in and said the dog had barked at them, why did he tie the dog up like that, etc etc. He was all like, "I just left him there for a bit." I went back over to the Milio's and told them we found the dog's owner.
So basically, this guy had decided to walk his dog to the gas station to buy cigs or a soda or whatever, but tie the dog up to a tree, at a bus stop on a busy street, down the damn block from the gas station. What, you didn't expect a bunch of people to get concerned for a dog tied to a random ass tree on a busy street with cars whooshing by? Dammit man.

Call the cops. There's a chance he could be cited for animal cruelty.

That's been really common is some places I've lived. Never heard of it going awry.

While the dog ended up fine, it's more of a waste of time for all the people walking by who get rightfully concerned about a dog that appears to be abandoned at a bus stop on a busy road.

I almost smacked these d-bag hipsters last night who went to the fucking bar and tied the dog up FOR HOURS. Girl and a guy, dog was out where everyone smoked hiding under a bench. Not barking or anything, but sad. And every time they went outside all they did was blow smoke at it. Fucking pricks. Leave the dog at home, or go buy a 6 pack and drink at home. And don't wear skinny jeans if you are a guy.

While he was definitely stupid, tackling the guy and holding him under citizen's arrest until the cops got there didn't really seem like a good idea.

I get what you're saying, I was just more concerned with making sure the dog wasn't abandoned and then calling the humane society if I couldn't find an owner.

I stick by my comment. I always feel like I want to take dogs when I see them tied to anything while the owner is (presumably) inside a place.

Haha very true. Not to mention that I live in Madison, WI which has many of the same things going on that Portlandia makes fun of.
Although in this case, if the dog had been tied up to one of the sign poles or something right in front of the gas station door, instead of a random tree down the street from the gas station, I would've thought "this dog belongs to someone inside the gas station" and not worried about it.
